Tuvalu Gaming License

Tuvalu is emerging as a premier destination for online gaming businesses, offering a streamlined and globally recognized licensing framework through the Tuvalu Gaming License for online projects.

Designed to accommodate both new market entrants and established operators, the license provides a transparent, efficient, and cost-effective regulatory solution. Covering a wide range of iGaming activities, the Tuvalu Gaming License balances accessibility with robust compliance standards, ensuring operators maintain credibility while expanding their reach.

Companies incorporated in most jurisdictions worldwide are eligible to apply for a Tuvalu Gaming License. Unlike many other licensing authorities, Tuvalu does not require businesses to establish a local entity or meet specific capital requirements.

Online Gaming Regulation

The license is issued for a period of one year, renewable on an annual basis. Each standard license includes approval for up to two URLs, which must be owned and operated by the license holder, and up to 10 URL`s per License

The licensing process consists of two primary evaluations:

  • Pre-approval & Due Diligence Assessment – A “fit and proper” evaluation of company directors, shareholders, and ultimate beneficial owners (UBOs). Initial Pre-approval will be provided after examining the documents.
  • Compliance & Operational Review – Examination of the applicant’s policies, including Anti-Money Laundering (AML), Know Your Customer (KYC), responsible gaming measures, operational procedures, and technical infrastructure.

The Tuvalu Gaming License is a versatile regulatory certification, permitting a broad spectrum of online gaming operations, including:

Operators must specify the nature of their business (B2C or B2B) at the time of application.

To obtain a Tuvalu Gaming License, applicants must meet strict compliance and operational requirements, including:

  • Submission of a detailed business plan
  • Proof of domain ownership
  • Review and approval of website content for regulatory compliance
  • Implementation of responsible gaming & underage gaming policies
  • AML & KYC compliance procedures
  • RNG certification for fair gaming (if applicable)
  • Valid agreements with game and software providers (if applicable)

Additionally, all material gaming operations must be hosted on approved servers to ensure transparency and security.

Restricted Markets & Prohibited Territories

To uphold international regulatory standards, certain jurisdictions are strictly prohibited from accessing Tuvalu-licensed gaming services. Operators must implement Geo-IP blocking for users from the following regions:

  • Australia, Austria, France, Germany, Netherlands, Spain, United Kingdom, United States
  • All FATF blacklisted countries and any jurisdictions deemed restricted by Tuvalu’s regulatory authorities.
